Fucked up in the head

A friend told me about this one and I googled it but I couldn’t find any definite author or source. It’s ok to be a little fucked up in the head, we all are. It’s only when you’re fucked up in the heart that makes you a real piece of shit.

I am in my late 20s and feel I have wasted a lot of time. Is it too late for me to achieve something worthwhile? Too late for what?
